ORGANISATIONAL CONTEXT:
Incumbent will be based in the Country Office, in Bujumbura - Burundi.
BACKGROUND
Burundi is one of the poorest countries in the world, ranking 185 out of 189 on the human development index (HDI). Over 65 percent of the population live under the national poverty line of $1.90 per day and 90 percent of the population are dependent on agriculture as their main source of income with limited access to land due to high population density. The country has the lowest levels of land productivity in the region. The latest Integrated Phase Classification (IPC) analysis conducted in 2020 indicated that at least 1.2 million (about 10 percent of the total population) people are in IPC 3 and 4 and require food assistance.
The latest nutrition assessment conducted jointly with the Government of Burundi and UNICEF (SMART, 2022), has also confirmed the high prevalence of chronic malnutrition (55.8 percent).
To address some of these challenges, the Country Office (CO) developed an Interim Country Strategic Plan (ICSP) for the period 1 April 2018–31 December 2020 and extended in time until 31 December 2021. Since 1 march 2022, WFP Burundi CO is rolling out a new ICSP which is articulated around 5 strategic outcomes::
- Strategic outcome 1: Shock-affected populations in targeted areas, Burundi returnees, internally displaced persons and refugees in camps can meet their basic food needs all year round.
- Strategic outcome 2: Children aged 6‒59 months, adolescent girls, pregnant and lactating women, people living with HIV and tuberculosis clients in targeted provinces have improved nutrition status throughout the year.
- Strategic outcome 3: Vulnerable populations, including school-age children and food value chain actors in Burundi, have access to and contribute to healthier, resilient, nutrition-sensitive and gender-transformative food systems by 2024.
- Strategic outcome 4: Government and national actors in Burundi have strengthened capacities, systems and services by 2024.
- Strategic outcome 5: The Government of Burundi and humanitarian and development partners can reach vulnerable people and respond to needs and emergencies throughout the year.
JOB PURPOSES:
The purpose of the job is to Coordinate and lead the design and implementation of the Asset Creation and Livelihood Activity and Energy Project under Resilience and Food Systems.
Key Deliverables/ Outcomes
Effective design and implementation of the Assets Creation and Livelihood portfolio based on integrated approach an 3PA’s in the country.
- Effective partnership with key partners in the areas of sustainable land management and livelihood programming including the MINAGRIE, University of Burundi, FAO, UNDP, IFAD, the African Development Bank, World Bank, and NGOs.
- Capacity of field staff on monitoring and implementation of Resilience and Asset Creation and Livelihood activities is enhanced
- Quality donor proposal and reports submitted on time.
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
Under the overall supervision of the Head of Programme, the Staff will be providing overall strategic/programmatic support to Resilience Programme activities as the CO Activity Manager of Resilience (Asset Creation and Livelihood Programme).
The staff member will be responsible for among others, the following: -
- Lead and coordinate the design and implementation of the CO Resilience Programme portfolio by coordinating the design and implementation of specified Programme activities (asset creation & livelihoods and Energy), as well as strategic Programme support across the Country Office and Sub-Offices
- Strengthen resilience project planning based on the three-pronged approach (3PA) and Resilience Building Blocks toolkit, by conducting new/refreshing SLP and CBPP including in the context of displaced persons;
- Roll out the Resilience Building Block and develop the Resilience Measurement Monitoring of CO Burundi
- Develop and communicate a strategy and work plan for the design and implementation of an integrated resilience programme, including FFA, focusing on food security/livelihoods, nutrition and local economies.
- Develop and structure Resilience, Assets Creation and Livelihoods activities to lead to greater post-harvest losses reduction and promote sustainable access to market by smallholder food producers, especially women and youth;
- Identify opportunities to integrate FFA programme with other programmes/activities trough management technologies, natural resource management best practices to contribute to beneficiary communities’ resilience building against climate shocks, and diversification of livelihoods, especially in small-scale food processing (value addition) and commercialization.
- Facilitate / provide guidance to the extent possible implementation of existing SOPs & Best Practices on COVID Sensitive Programing for activities implemented by Cooperating Partners – especially Asset Creation / Resilience, Food Assistance
- Support Energy team by providing guidance et supervising staff and activities implementation: building institutional stoves, environment and development of MoU with Ministry of Hydraulic and Energy
- Provide timely support to Sub-Offices and Cooperating Partners with support from the Head of Programme on emerging implementation or operational issues
- Participate in strategic sector/working groups and generate ideas that inform programmes adjustments and grow WFP – Government working relationships – including Ministry of Agriculture, FAOP, IFAD, UNDP, African Development Bank, and other strategic donors
- Where applicable and appropriate in collaboration with the CO, Sub-Offices or RBN develop capacity strengthening initiatives for programme team in the area of 3PA’s Approach, gender-responsive, Assets Creation and sustainable livelihood programming including promoting innovative projects (Hydroponic activities).
- Participate in emerging programme critical and innovative initiatives, e.g formulation and implementation of the productive safety net component of the national social protection programme.
- Ensure effective funds management of resources allocated to resilience activities in close coordination with budget and programming and the finance teams;
- • Support advocacy work, in the areas of climate change, resilience, livelihood, pro-smallholder agriculture and market support programmes;

JOB REQUIREMENTS
Education
Masters or Advanced Degree in Social science, Development Studies, Agronomy, Environmental Sciences or related field, or first degree with additional related years of experience
Experience
- More than five years work experience in the humanitarian sector and development sector
- Experience in CSP/ICSP development
- Experience leading a multi-agency discussion
- Demonstrated experience in qualitative data analysis
